Ray Quay is currently a Research Professional with the Decision
Center for a Desert City project in the Global Institute of
Sustainability at Arizona State University where he is involved in
research on water resources, climate change, urban heat island and
regional growth policy issues. Previously he was the Assistant
Director of Water Services for the City of Phoenix responsible for
growth and water resource planning, and previous to that the Assistant
Director of Planning for Phoenix responsible for growth and strategic
issues. He is a Fellow of the American Institute of Certified
Planners and has authored numerous books and articles related to urban
planning and water resources including coauthoring Master
Change with Bruce McClendon and was Editor of The
Greater Phoenix Regional Atlas: A Preview of the Region’s 50
Year Future. He holds a Bachelor of Science degree from
Baylor University, a Master of Science degree from University of Texas
at Austin, and is currently a doctoral candidate in Environmental
Planning and Design at Arizona State University.
